The arduino can be programmed to work out the flashing rate and depending on that rate open or close relays to control appliances.

The meter has what appears to be two leds on it right next to each other.

Here reading 1 is 19937 and reading 2 is 11362.
Either 1 or 2 reading will be flashing enter this one into the electricity day normal box on the meter reading form.
